The sea is owned by everyone, all the way past the high water mark, so no one can legally stop you from walking on the beach near the water.
Furthermore, in the US you have the right of easement which means you can walk on private property if you are going from public property to the sea, assuming there are no other reasonable ways to get to the sea.
That doesn't mean that the resort people can't stare at you and make you feel bad... it only means they have no legal recourse to keep you off the beach.Is a resort/hotel beach exclusively for the use of resort guests only?

the sea might be but the beaches aren't. so you can swim by but you can't leave the water unless the rules allow.
youre correct...ppl can walk the entire beach...
